1. Let states choose whether to do this or EBT so states with higher minority recipients get crap food boxes.

I actually support this move. I remember when I worked at Target as a teen. People would come over to the electronics section, take money out of their EBT card and then use the money to purchase an iPad or something expensive. I never knew you could take money out of an EBT card till then. Some people would have Gucci purses, Michael Kors/ Kate Spade handbags. Some had Jordans. It was annoying to see people like that.
So all ebt users should suffer for the few?..if 1-10 percent were doin fraud the other 90-99 percent should suffer the consequences?
I support any initiative that makes them use the money for food and nothing else, including sending them TV dinner style meals.

EBT cards can have at least 3 accounts - Medicaid, SNAP and public assistance
If they were making non food purchases it was with public assistance.
There are a few different ways people end up with large amounts of PA or SNAP on a card

Bro, that doesn't really apply to EBT. EBT is a FREE government initiative that a lot of people abuse. I buy the soap and bed with my money. Again, like i said, i support the initiative to actually make them use it for food or give them the food. Im not saying i support giving muslims pork or giving out food to the ones who are allergic to. Hell, give them the card and don't let them take any money out of it.
