I think there is SOME truth in it
Repetition muscle memory practice discipline focus study all those things are essential and positive actions
But we cannot ignore natural gifts and proficiency and just plan enjoying what your doing too.
But to say EVERY PERSON who is exceptional at something DEFINITIVELY put in 10K hours first?

Nah.
There is definitely some truth to it. If a person put 10,000 hours in anything, then they will have experience.
But you’re right, there are the natural gifts and exceptions to the rule.
I keep thinking of my son's karate teacher. He loves saying that practice makes permanent, not perfect. If you doing somthing a lot and doing it wrong its still wrong.

success at minimum: peer evaluated as competent or better
any skill improves with time & experience
thats the 10k hours to mastery
the gifted only accentuate the rule -by any reason or advantage they just acquire skill sets faster than the average person
so when some through complacency or shift or priorities just stop learning / seeking to improve - they seem stagnant or "fall off"

The endeavor that comes to my mind is golf. I've played for decades and still haven't improved much since the first few seasons. I became a better writer being on BGOL. Plus, there are other things you can pick up on as well. You get internet savvy.

Only if you are doing it correctly does this even matter10,000 hours is approximately 417 days. If you devote 3 hours per day it would be approximately 3333 days or a little over 9 years.
