This is actually how the synch the air traffic at most airports. The aircraft should actually be climbing out as the other lands. That’s how you keep the active (main runway) clear. There’s another couple on the taxiways waiting to access the active to take off and a stack arranged for landing offset 2-5 miles from the airport.
So when you circle a little bit before landing you now know you are in line behind other planes and are descending to be called forward to land.
