They made Wally into the Fastest Flash at the time because he was the comic show runner, So let s say Wally is the fastest but Barry is the best Flash. Barry is so fast he ran into the speeed force, went back in time, struck himself with lightning, and gave himself powers. Wally isn't going anywhere near that feat.
