I would push for harsher punishment but it wouldn't be enforced fairly.

Hell, victims aren't chosen by these criminals fairly. Them folks knocked out 100 windows in cars a few days ago... throw the book at them when they get caught.
It's too easy of a crime to commit and get away with. I'm not sure what prevention measures can be taken to stop those who are already in the mindset to commit these types of crimes.My point is we need more preventative measures than punitive.
I'd rather not have my car broken into at all than the criminal be caught after doing so.
Catching the criminal still leaves me with the cost of cleanup, insurance deductible, rate going up, etc.
Let's focus on stopping the action from happening in the first place.

1. More open surveillance. You've seen the blue strobe lights on cameras letting everyone know there's surveillance cameras in the area. May dissuade some from doing the crime in that area.
