Not sure how jurisdictions go with this but she filed with Southern District of NY. That's Federal. Nothing to do with NYPD doing an investigation. The Feds would. NYPD would just assist them carrying out an arrest IF he lives or is arrested in NYC.

Sexual Assault
Battery
Rape
Sex Trafficking
which took place in:
NYC
and NYPD would be like, no complaint was filed with us, so we don't care...
