I don't see anything wrong with the photo alone by itself perse. There is nothing sexual suggestive about it, only unless your mind is filled with sexual thoughts to begin with. But in light of what is going on, the optics doesn't look particularly good.
What I find interesting is that no one is coming to her defense by saying all these allegations against her are false. That alone speaks volumes and is very telling.
