This is exactly what they are doing. They are going to milk this for at least two more seasons. If that means 2-3 episodes of sitting around a castle going back and forth about next steps, then so be it.
Remember, they close Season 1 with the impression that Rhaenyrea and Daemon were going to go on a war path in Season 2. Instead Rhaenyra fucks around for a few episodes about going to war. Daemon goes to a haunted castle and has visions for the majority of the season.
That's exactly what they're doing. Hell, they can have yet another 8 episode season talking about the lead up to war and not even have one in season 3.

Episode 6 (which was over an hour long) was based on about 4 sentences. Not even enough for a damn paragraph.
I love the visual story telling that happened this season, but they are stretching pass the point of ridiculousness.
