we need there to be no gap between the two in order to allow obfuscation of the issue.

His report... basically says.. I think there is an issue with obstruction of justice and we can't indict a sitting president of the United States..
If he states today that we would have indicted Trump but for the DOJ policy...
This statement would impact any potential charges against Trump when he leaves and would hinder Trumps ability to effectively administer the duties of the president.
But the report is clear...
If the Dems were smart.. they would go through the elements of Obstruction within the report and link those to the charge of obstruction.
