So as a long time Budden fan, I think we have to see the details but I lean towards Rory and Mal because i know how Joe gets down with the semantics thing. Having his therapist on proved that and there were points where Ice/Ish one of them would point out smaller things on how he moves incorrectly. Joe thinks that everyone has to be responsible for his feelings and well being and that he is more responsible for theirs than he actually is because he doesn't actually listen and respond how they want.
He also thinks he can litigate why someone else feels a certain way based on if it is important or not to him. There were a few statements he said where I noticed that. He loves to gaslight and say stuff like well "oh that's not what that means to me" about a lot of subjects so he can get away with not being accountable although he claims he is that and transparent. Now it's coming at him and it's not smears, it's shit he continuously does to himself and as a fan I was hoping this would be different and he would learn but it is obvious that he hasn't.

Sexual harassment goes deeper than that in the work place. The other two women could have complained of sexual harassment just by hearing that comment.
As a man in the workplace, you can't say shit sexually towards a woman directly or within an earshot without the potential of it being sexual harassment.
