He won't gamble going into the mid-terms. They're too afraid of upsetting people, and unaware that rocking the boat is exactly what might fire some people up at this point.

They're still waiting for Republicans to be shamed into action, but they have no shame. So we have one side that doesn't give a fuck, and another side that sorta gives a fuck, but not if they have to risk influence or power to do something.

The Democratic Party's fundraising machine works whether they are in control or not. In fact, in may work better when they aren't in control, and they're "fighting to save our country from tyranny". So the main group in DC has almost zero incentive to do anything productive.

I think sometimes we scoff at these amounts because so many congressmen are millionaires. But it helps to remember that this is why they are millionaires.
