But, you are correct. Both were "low budget" hits. And Joker was less expensive.
Neither film was "low budget" in any sense of the word.
The text book definition of a "low budget" film is: a motion picture shot with little to no funding from a major film studio or private investor.
Both Joker and Shazam had MAJOR backing from WB Studios. And while Shazam had a budget roughly double the size of Joker, (Special FX etc...) both films did show a profit. Joker of course, turned a far greater profit than Shazam did in relation to its production budget. Which is part of what makes Joker the phenomenal success that it is....
