Yeah that's the safest move they can make. When Negan made his entrance that shit was cool and to see Rick realize that they fucked up and the fear in his eyes was great.

I thought the episode was really good, but i do wish they didn't end on a cliffhanger. Although, to me it isn't that big of a deal, they have done it almost every season and when i go back and re-watch it, i don't even notice.
When they added 3 extra minutes earlier this week many people thought they were going to do a post credit scene like they did with Morgan after the escape from Terminus. I was kind of hoping they showed...

I think they learned fron that Governor bullshit.
Glenn Mazarra (showrunner) messed up a lot to do with the prison and the Governor storyline which is probably why he was let go of after season 3.
