There actually is a reason for more eps(can't run out of material comic or not), but it's obviously they have some type of budget constraints. Actors are paid by the episode, so leaving them out makes sense. Plus it makes sure that they don't demand more money for a hit show. They are woefully underpaid. But the way they run the show now, they have characters in exile.
They are basically letting the actors know they are going by the comic, but most fans don't know shit about the comic. Rick and carl aren't off limits.

TV is soley to sell advertisement, The show is the break from the commercials.
I just looked at one extended episode(11/13) and it was 57 mins or so without commercials. Average running time is around 42 mins or so. I don't watch the show live, so I kind of know the times.
Shit is about money on both ends. Advertisement, budget, and letting actors know they are replaceable so don't ask for a lot of money. There's no reason to do eps without carl or rick. None, but they do.

Nah.. He was sincere in his desire to want Rick removed as leader. Most of his dialogue in prior episodes revolved around expressing his distrust and disdain for Rick. His first motivation was removing Rick and having himself put in in charge. He really had no plan beyond that.
