Historically there are certain cultures specifically Africans, Asians, and natives of certain areas that never wasted parts of animals.. so most likely the oldest culture aka Africans were eating oxtails way b4 everybody

However my original statement was about Italians and Caribbeans.
They have been in Africa for at least 7,800+ yrs
Domesticated cattle have been in Africa anywhere from 7 thousand to 10,000 years ago.
Again. They are not native to Africa.
However if you gonna say that an African ate the tail of a bovine before any other type of human then ok. You are correct.
Notice I said bovine cause that shit in the pictures is NOT a cow or an ox.
