The 1 thing that our government loves more than giving tax cuts to rich people is approving money so that defense contractors can get richer.
Even though the government make promises to other countries that they break often enough there was a promise made to Ukraine that we'd help them out if Russia ever invaded. That was to happen if Ukraine got rid of the nuclear weapons they had in the country which they did.

If the US could have written a 100 Billion dollar check to degrade Russia's military for a decade, destroy it's economy, weaken Putin domestically, lessen Russia's focus on hacking US elections, systems. and power grid, and pay them back for US election interference, they would have.
And they did.
