I mean, if he was high then why not continue to talk with him. They couldn't maintain a safe distance to ensure he wasn't going to be a threat? I mean to really investigate his behavior. The training is probably good, it's that when someone doesn't use the training and end up beating or killing someone, they are defended under the excuse of it being a tough job. There is no other job in this country where you can commit deadly errors and receive sympathy and excuses for mistakes.
