If people want to vote for someone younger, they can do that. If they feel like someone new could do a better job, they can vote for someone new.

The older voters cling on to the stalwarts that can get things done more effectively for their district.
Politics doesn't work like that. There is entropy in power. The incumbents get the entire benefit of the system while the new guy has none. In statewide races that's all it is. These guys consolidate power in their state and they are guaranteed lifetime positions. Democracy isn't fair and we know that. Votes are influenced by money and money is influenced by the money machines which are the parties. The only way you buck the system is if you have your own money. Nobody young and poor is taking out any of these old and rich guys and that's a problem. This dude was on pause for a full 20 seconds and nobody saw that as a problem. He is clearly being propped up by drugs and should be in somebodies retirement home but greed has him still eating from the trough. If we don't put a limit on the greed they will never stop.
I am fully for term limits.
I think it's more power than greed, but it's probably neck and neck.
