I was stationed in Memphis in 88. In the south that city was third to ATL and Houston back then. It just declined ever since. It could of been like Nashville, Charlotte, Miami, Orlando, or Richmond.
Memphis has always had a "murder problem" but back then there was still some black elitism, a black middle class and initiative to build the city into something better. That seems to all be gone.
