Zemo's money is generational wealth passed down from his family who knows how many times. The government usually cant take away your inheritance. Just like the government cant take away your pension. Besides, dude is literally royalty.

Captain America was 1 super soldier and look how much he achieved. Imagine 20 out there up to know good in tandem with others. Things can get out of hand quickly.
Also, this new formula doesn't bulk you up. So hiding in plain sight makes them even more dangerous. Bucky already made that mistake by letting his guard down on the trucks.

Yea but she saying it like they really knew each other. Why would he care to remember someone he shot thru to kill someone else? That doesn't make sense. She saying it like they train together or hung out in the same circles. @D'Evils post how they somewhat trained together in the comics. I think MCU had her say that for that reason.......

I was actually think it might be cool if the MCU version of Power Broker would be Betty Ross(,Thunderbolt Ross'daughter. Not sure why she'd take an evil turn. We haven't seen her since 'Incredible Hulk.' I also don't think Liv Tyler has ever played someone villainous before. However, since Betty was "dusted" during the snap, according to the Russos, she can't be Power Broker, because she wouldn't have had time to consolidate power since FATWS takes place 6 month Hulk snaps everyone back. Though maybe she'd been conoldating power for about 10 years. Keep in mind it's about 2023/24 in current MCU time.
Scarlet Witch and one-armed Banner could probably dispose of them in 10 minutes or less.
Another theory I see as far as who the Power Broker is and I hope its true.
It's about time some fooking black people showed up. The whole time I'm watching Zemo walking around free as a bird I'm pissed off as the Wakadans. The whole time they're all going to these international cities, I am thinking this is right up Wakanda's alley. Thought it was going to be Okoye or MAYBE even Shuri. But I'm glad to see Ayo she needed more scenes. WE needed to see her in more scenes.
