For whatever reason, Reagan doing it 40 years ago, for a few schools was a great thing, but it don't mean shit when Dems spread the wealth to a lot of black colleges and universities. A rational argument can be made that the 1.3 billion promised would meet some of the stated goals of ADOS and black institutions.
