Ordinarily he would be missing paychecks, but Cleveland has him only making like a million this year, in case he was suspended for the year.
Any other person would be getting fined game checks. He's lucky it's only $5, they could have used the average of a normal season for him.

Accrued seasons don't really apply to him at this point; they're only used to determine free agency status (exclusive, restricted or unrestricted) right after the rookie deal has expired. Anyone with 4 accrued seasons is unrestricted so they can sign with any team.
