Big L didn't put out enough material to be over or under rated
Like Biggie, most of Big L's material was released after his death by other parties. It's hard for me to properly rate either of them.
Snoop's verse wasn't just the weakest on that song. It might have been the weakest verse on both his album and C-Murder's album that featured the song.

I base this strictly on three factors.
1) The shit that he makes that’s heat, is HEAT.
2) Dude has been in the game what, 15+ years and not only hasn’t he slowed down or faded out as trends in hip-hop and fan bases have changed, he’s arguably as popular (or more), then when I thought he’d peak 5-7 years ago.
3) Still in high demand on features and by every artist, new or who’s looking to extend their 15. Get a Drake verse, get a hit, because dude doesn’t seem to put his name on any beats at this point that aren’t top tier.

What's crazy is I don't disagree with anything you said and yet I still couldn't name a single Drake song off the top of head.
I can think of dozens of features where Drake damn near steals someone's song. But his solo music just never clicked with me
